Cut a potato in half and push it into the broken light bulb(pretty sternly) and twist .has worked every time for me.

I'm assuming that the bulb is still in one piece and is not turning. Are you turning it the right direction? If you look straight at the top of the bulb it goes counter clockwise. Use heavy gloves or oven mits and hold the socket if you can with one hand and bulb in the other. Fold a rubber glove over the bulb for some grip as you don't want to squeeze it too hard. Unplug it if it's a plug in lamp. If it's a ceiling or wall lamp, turn the switch off. Safety glasses are also recommended. And be careful if its a ceiling lamp and you're standing on something. Don't over reach and don't use anything unstable like a chair. And if it was stuck because the socket was dirty, and it's not a plug-in lamp, don't start scraping it clean with a knife or wet cloth as the power is on to ground even with the wall switch off.
If it's broken, try the potato.

If you can't get out an intact bulb, all you'll accomplish by breaking it and using a potato is making hash browns. This happens a lot in bathrooms because of the high humidity and the use of things like hair spray and air fresheners in a small space. But it can occur elsewhere, with infrequently used lights that aren't changed that often. The best thing to do is, put on a heavy glove and twist it lightly back and forth until it eventually loosens. Sometimes the bulb will break or will come out completely intact leaving the screw base in the socket. In this case, it's best to turn off the breaker and use a pair of needlenose pliers to twist out the screw base.

If the glass is not broken, break it. Take a potato and jam it up into the remainder of the bulb and twist it out.

make sure power to socket is off then spray a little cooking spray or wd 40. wait a few minutes then try to unscrew it

break glass, grab metal part with pliers and unscrew, make sure circut breaker os iff, or i coudl be a shockign experience
