The biggest problem is paying for it. Because it is more expensive than regular school. You can apply. there are many organizations that do it. But a family has to choose to take you. Most families don't want to take in a student. Because it costs money to feed them etc. So even if you get in the program you might not be able to go if a family doesn't choose you.
You can get in with normal grades.

Prospective exchange students do not need to be geniuses, but they do need to have good grades. The reason for that is a philosophy that if you can't get good grades at home where they teach in your native tongue then how can you attain good grades during your exchange (maintaining a "C" or better is a common requirement for High School exchange students). The "average" person does earn sufficient grades to participate on an exchange program.

No, you don't have to be a genius and NO, a family doesn't have to take you in. You have to get good grades, not perfect grades. Apply to different schools just as you would at home. Each school has their requirements. If you fit the requirements and have the financial background to pay, then chances are you'll get in. If you don't have the finances to go, then make sure your grades are pretty terrific and apply for scholarships. Good luck!
