This just started yesterday. He eats but not with his usual vigor. Temperature is always a constant 80. I haven't changed his water recently, nor anything about his environment. I'm concerned he may be dying. I was told betas only live about 3 years.

3 years is pretty good for a betta in a bowl, but in well kept tanks they can (rarely) live over 7 years. (If your betta is 3 years old you're doing better than 95-99% of beta owners.) I'd try a 50% water change, and add an antibiotic. Most likely it's dropsy (bacterial infection) not age and the fish is a goner. When the fish dies be sure to thoroughly clean, and disinfect the tank/bowl.

Scales sticking out is a sign of dropsy, usually it isn't treatable but if you caught it early enough you have a chance. I have never treated a betta for it so maybe you should look it up. I'm pretty sure you will need Maracyn and Maracyn 2, some epsom salt might help too to reduce his bloating.

your beta has a case of what they call dropsy this is due to an internal build up of fluid and there is no reliable cure for this and is best off euthanized

That's true. Mine (I've had 3) always looked this way when they were ready to die. I've had a red, blue and pink one, and they've always looked the same.
