In England, and I think in the rest of the UK, you are an adult at 18 although there are certain things you can do at 16. You may leave home at 16 and live as an adult but you will still be considered a child.

By legislation a child is person under 16 years, an adult 18 years, and between 16 & 18 years old is defined as a young person.

Once you are 16 you are partially considered to be an adult. You can leave school, get a job, drink in a pub (but only with a meal) and even get married (though with your parent's permission) among other things. You are basically considered to be fully adult at 18. As a side note, you can join the armed forces at 16 but can't go to war until you are 18.
