Because its a feeling of being scared or afraid their partner wont feel the same or maybe doesnt care at all or it could just be that the care far to much for there own good it all depends on the situation

they maybe thinking that if they show their true feelings , you might hurt them by taking advantage of the situation. which is not all the time necessarily true. but of a fact lovers have this thing in their minds telling them that they sholud allow you to show your true feelings first.

whats your zodiac sign?? Some people feel they have a tough exterior. For instance, I'ma leo..We're known to portray this tough, "I'm all that" image...and sometimes that makes it hard for us to show who we really are and how we really feel...I've been told lots of times by people that I've dated that I'm "mean"...I guess this is what I show on the outside, but on the inside I can love them soooo much,....Just dont know how to express it...

Maybe his moon is in an Air sign which is more mental and make it hard to understand feelings, or maybe his moon is in hard aspect to mercury which makes him unable to express his feelings.
