Depends on the city or state, but any motorbike over 50cc's in nearly every state requires a motorcycle licence.

Also, Vespa makes scooters from 50cc's to 250cc's (depending on wich of their over 40 models we're talking about), and some states have some rather antiquated laws regarding motorbikes. For example, massachucetes (spelling??) thinks that a motorbike under 200cc's is NOT a motorcycle!!!! I still don't understand that one....

Just remember: A scooter IS a motorcycle! Just because it might not look like a harley, it has two wheels, an engine, and is made to go at speed and have all the fun and dangers associated with it. Be smart. Just because it looks cute doesn't mean you should not treat it with the same respect it's bigger cousins get

Enjoy riding!!

I believe that a valid driver's license is needed even if the road is not a highway, UNLESS that road is private property.

Not in New Jersey and not in Florida. I think most states don't require a liscence but it may depend on the size of the scooter. You definately cannot take it on a highway.

Depends on the state. Check with your local DMV. California for example requires you to have an M1.
