Wow!! What a variety of answers. A Data CD disk can be read on either a CD or DVD drive. You can not make a Data CD disk on a DVD disk because putting Data on a DVD makes it a Data DVD disk regardless of where the data came from. Maybe that isn't any clearer. If you want to read disks on a CD drive then burn only on a CD disk and not a DVD disk.

Only a DVD drive could read it. The reason is that CD drives and DVD drives use different laser technologies while a DVD drive can read most if not all CD formats, a CD drive can't read DVD discs at all. I have no doubt someone will go into more explanation than I have.
It doesn't matter what format the disc is. If it is a DVD disc of any type, it doesn't matter what you have put on it, a CD drive will not read it.

As long as it is not in a DVD format. Some DVD players double as a regular CD BURNER.

The simple answer is no. CD-ROMs do not have the ability to read DVDs. Only CDs.

No. Only DVD's can be read by a DVD drive weather it be a burner or not.
But CDs can be read by a DVD drive burner or not.
