To be honest the best time and right age is different for each person the only thing I can honestly suggest is that when you mind and your heart feel the same way...hormones say do it...mind says not yet wait then always listen your your brain it is the only thing that you can be sure of that is sending the right message to you. On a personal note I think that the age of the person should be over the age of 16 as the maturity level of the brain is comparable to the maturity and development of the human body but note that only in the twenties is a person really in tune with body, mind, and spirt and can apply such knowledge with wisdom and safety.

In the United Kingdom, it is 16 years of age. I believe that the right time is when the individual is ready and that they shouldn't be forced or pressured into sex. I also believe that people should wait until after they have married.
It is, however, completely up to the individual as to when they think it's right.

When your ready. I dont believe in sex before marriage, its just a daft rule made up by the Catholic church. Seriously, do you really think Jesus himself would be so concerned about what people do when they goto bed? Nah, me neither.
If anything the church should put rules in to stop poor people from having a baby boom, like the use of condoms. They have more power over the people than they think.

if you have to ask that question then you are NOT ready to have sex. there is not right age, it needs to be consensual and you have to want to. don't do it just because everyone else is . wait and you will know that you are at the right age.
