Trying going into the control panel and clicking the "system" icon.
Under hardware, go into the device manager and look for the Universal Serial Bus Controllers. Click the little + in front, and open the list of all USB ports on your computer. Right click on each and uninstall it.
When they are all gone, reboot the PC. It should redetect them.
Sometimes when a device gets plugged into one USB port and then moved to another, it confuses Windows and it stops seeing the device(s). Removing and readding the USB ports clears out that list, and allows it to redetect everything.

Actually all the answers above won't work, if you have USB disabled in BIOS. So you need to also check if the setting is enabled.
If you dont know how to get into BIOS, when starting up the computer, you should see message :
Press F1 for setup
Press Del for setup, etc.
BE CAREFUL WHEN MAKING CHANGES IN BIOS. ANY CHANGES WOULD AFFECT YOUR COMPUTER.

check your usb drivers are uptodate or check it is listing in devices menu or check with the local vendor for further help
