Depends,
no1 think about what you weant from your website. business? information? a library? personal? photos? etc
no2 can you design it yourself? can you program in HTML or use dreamweaver? You can buy ready made web sites, they begin from $100 to $1000
Ideally you should have a fully created website ready to post online at the end of thsi stage (although you could do stage 3 first)
n03 select a domain name. A domain name is very important. With a not very good domain name less [eople are likely to find your website. Domains generally cost between $10 - 20 to buy
no4 select a host I use http://www.simplehost.com/ as they are cheap and have UNLIMITED storage space.

I built a website for my business. I used Yahoo!Sitebuilder (free), and Yahoo! hosts it for $12.90/month. That is what I pay for the privilege of not having my personal information available to anyone who knows how to get it.
