this isn't a thorough answer... but i know people who live by Franklin Covey organizers. you don't have to get all decked out with the gear, but they do offer a way of prioritizing and fitting little "to-do" things whenever there's time (in your schedule book).
you also might want to read the 7 Habits of Highly Effective People... it's good :)

to balance the time in laundry, yard work, etc, here suggest you to use the EfficienPIM, which can help schedule the time properly and remind at right time, even you can review. I believe few days later, your time is well organized in order. http://www.efficientsoftware.net/resources/life-organizer.htm
For bill paying and finances management, you can use the software of RICHORPOOR, you will know how wonderful it is once you tried.http : //www.shortcutsoft.com/

Buy a cheap PDA with the calendar function. That way you can schedule recurring events to happen every day, week, month or year. You'll never have to remember any of those things, your PDA has them stored for you. Look at your day and delete each one as it's completed.

Okay..it seems as if you need to simplify. What I did was look around your house and determine what you actually need, and what you don't need. Clear the clutter. A cluttered space seems to easily clutter the mind. Once it's cleared..get a day planner, or a PDA.

As far as household responsibilities, just designate chores for certain days of the week. For bill paying, set up automatic bill pay.

A simple calendar that you can post on your refrigerator or next to your bathroom mirror. Anywhere that you will see it at least once a day.
