like if he fishes use a fish theme
if he golfs use a golf theme
if he sails use a sailing theme
if he likes nascar use a nascar theme.
you must customize to the person to make it personal.

If you have the money. Go for a Sporting event party. Most arenas and fields have special party rooms and packages. I looked at a 40th birthday party for my husband at the Colorado Rockies Coors Field game. They had a party room on the infield track and it included catering and tickets and everything. I couldn't come up with $3000 though. The Denver Bronco's do parties for about $25,000.
