because tampons might cuase problems

Pads help to collect the discharge during their period.
Every month a woman produces an egg in her ovaries and this egg is deposited in her uterus. Then a couple weeks later, if the women does not become pregnant, her body will discharge this egg as well as the lining of her uterus. It is the way that her body naturally cleanses itself. Pads collect this discharge. Tampons are another option for women.

some women can not wear tampons for comfort or health reasons like TSS toxic shock syndrome or the don't want the risk of TSS. some chose to alternate and where both. its just a choice

depends on what kind of pad your talking about if you mean pantie liners its to keep there panties and pants clean when they are menstruating
if you mean shoulder pads they think they make them look better somehow
