Nothing is best or worst, it is perception which quantify something this way. Now if perception that particular person's efforts are best is shared by less people then those you feel someone else efforts were better then her/him then that person stands to loose. In nutshell it is not only important to put best efforts equally important to make others believe that these are best.

It's based on physic and intellectual abilities, some people are fat, some are tall, some are small, some have a very high IQ, some have a very low IQ., some are handsome, some are ugly.
There are losers based on natural selection, I think it's like there is a specific DNA sequence for 'losers' so whatever they'll try to do and make their best, they'll end up as losers, as the information lies in theirself.
And people who are not pre-destined to be losers and end up as losers ... well it's just their best efforts are not the best.

No one is ever a loser so long as they gave it thier best effort. It's what you do with the experince that matters. Use it for a learning experince and you have won.

Short answer: because their best efforts aren't good enough.
They may just be less competent than others, or (more likely) they are doing the wrong things for the right reasons without realizing it.

KARMA IS THE KEY SOMETIMES YOU HAVE PEOPLE THAT HAVE DONE SO MUCH WRONG OR DIRTY IN THIS LIFE OR ANOTHER AND THEY ARE PAYING FOR IT NOW. AND THEN AGAIN IF YOU LOSE ENOUGH YOU SHOULD SOONER THEN LATER DEVELOPE THE DIVE TO WIN THAT IS IF YOU ARE PAYING CLOSE ATTION TOO WHAT IS REALLY HAPPEN!!
