Where and how do I obtain software to enable the production of ASPDF ?

I have prepared artwork for web pages for a client, but the format requires considerable reduction in file size. Have been told to use ASPDF to generate thumbnails for use in HTML output, but cannot get any useful info off the web when searching with "ASPDF".
