Sounds like an allergic reaction the the sunblock. Just because it's for babies, doesn't mean it won't irritate, especially if it gets in the eyes. If your baby is 6 months old or younger, they shouldn't be out in the sun even with block on. I would consult a family doc or pedi to be sure first. Our family doc recommends Aquaphor ointment by Eucerin to keep our baby well lubricated on any dry skin or rashes. It's fragrance free.

Take your baby to his pediatrician. They should know what to do, and if they don't, they'll refer you to a pediatric dermatologist who can help.
In the mean time, make sure you use unscented EVERYTHING for your baby so that his skin won't be even more irritated than it sounds like it already is. My pediatrician recommends Dove soap (the unscented, dye free kind...it's in the white box with the green label. Just be careful when you wash him, you don't get it in his eyes. I learned that one the hard way, lol!), Lubriderm Sensitive Skin lotion (if you use lotion) and any kind of free and clear detergent (except Tide. Even the tide free breaks both my boys skin out...even my two year old. His dr. said that even though it's free and clear, Tide still puts something in their detergent that irritates a lot of people's skin...even adults.) I like All Free and Clear.

I would use oatmeal lotion.
Aveno makes a product that you can put right into the baby's bath to help soothe and mosturize skin.
My son has exzema, and we use oatmeal lotion instead of prescriptions (cuts down cost) and it works great.
I would not use that sun lotion on him / her again, chances are there's a perfume in it that does not reacte well with your baby's skin

I would use Vaseline intensive care on his skin, but also he may be allergic to the sunblock that you used on him so check with his doctor too.
