I've made a directory site for the city that I live in. May I list for example car dealerships, real esate agents etc. without their permission directly? Need to fill in some empty space... Or is it somewhat unethical?

As long as you don't create the possible impression that you're somehow associated with those companies or don't slander the companies maliciously, you are permitted to list companies with or without their permission.

I don't think you would have any problem getting their permission and I don't think there is even anything wrong with it. If they have a listed phone number that information is already available.

most people charge the companies you list, but I imagine they will not mind having free advertising
