As a mother of one year old twin boys it will be difficult to find this kind of assistance. Because so many women are now having twins, or more, with the help of fertility drugs (which we didn't use) a lot of manufacturers are cutting this program.
I would suggest, if she is going to formula feed, to go to the Similac and Enfimil websites and sign up for their new parent programs. I received free formula (a case) when I they were born.
Also, have her sign up at the Pampers and Huggies websites.
All of these will at the very least send coupons.
One more thing...have her check with the hospital that she is going to deliver at and ask about special programs for multiples. Similac had a local representative that worked with our hospital and we received a case of formula a month for the first 6 months. That wasn't enough to get us through the month but it sure helped.
Please pass on my congratulations to your friend and tell her to get plenty of sleep now. :) Twins are a lot of work but a great joy.

well i have this friend that make twin nursing pillows and supplies. im pretty sure the site is www.doubleblessings.com or if not try searching google for double blessings. good luck! btw these have got great reviews. i just reread the question and i think i misinterpreted in. but i will still leave it posted.

If she can't handle to expenses of being a parent then she needs to get funding for a tubal ligation after the births.
