Padre island, you can tent there. Motels are cheap there.
Fire Island if you have more money. It's on long island in new york.
Myrtle beach
Venice beach
Honestly if i knew where you are in the country you can cut the cost by going closer to home. Find the closest coast and nice beach.
California is different advice than georgia

Considering your low budget...perhaps Singapore or Thailand. American dollars are worth more down there. If all else fails, Hawaii or Mexico.

I have a friend who got married in Dustin, FLA. Ceremony was ON the beach. Money was no object but she just loves it there. I hear it is VERY beautiful.

Ensenada, Mexico. Not that expensive, especially for Cali-folk. It's not that far of a drive, especially from SoCal.
