a file server, a internet web server??
this is not something easy to setup i would advise read the manuals, or doing some searching on the net

Are you looking for a hosting hub?
You can make your own server if you go to microsoft.com it might be able to help you.

I believe you are talking about Web Browser.
If so:
Go to Tools...Internet Options
---------------------------------------------------
In there, you can modify all sort of things, such as Home Page and Privacy.
