The key to your Question is the word Seem.
This involves personal judgment. Who are we to judge?
Every human is unique. This hold true even for identical twins or triplets. This uniqueness is the basis for the equality of each and every individual human.
One might be "more evolved" mentally, while another is "more evolved" physically and yet another is "more evolved" spiritually or emotionally. Can you compare them on a scale of evolution?

By evolved, I assume you mean smarter, more enlightened or cultured perhaps - more upright (and hopefully not more uptight), etc.
I think that we all come here for a reason - a specific lesson we want to learn. That means that everybody's circumstances and persona is tailor made to teach a specific thing. There are lots of us, fascintated with the unknowable, but there are lots of us who aren't. There are lots of us here who are so totally interested in the interesting and others who are more interested in other aspects of life (the physical, the military, etc.) - like the city man and the bush man
You find that those who seem less evolved know a whole lot more about something than the seemingly evolved do. It's all equally interesting and worth investigating - that's why I think we must come back, again and again, to experience a variety of the different lifetimes available here.

Some have evolved more than others, it is just a question, evolved to what!
Even different levels of stupidity can be classified as having evolved to a higher level of stupidity.
Guess it really depends on the genes you were lucky enough to have received.

There is a theory that the more generations which have occured to result in a person the more distant they are from the first humans in an evolutionary sense such as less body hair for men, fewer problems with appendix, taller etc.
This has yet to be proven.
If your question is in regard to being more civilized then you might have an argument on your hands as that means many different things to varied groups of people.

Because some people ask theirselves the right questions about their existence, life, death, philosophy, psychology, try to understand the world they live in and try to understand the other people living with them. That's why they seem more 'evolved'.

did you mean that some people are smarter than others? or that some people looks differents from others?
it depends of the culture and how much they have studied. it also depends of the region of the world they live. that make them to improve some physics charateristics. there's a huge difference between men who live in the north pole and those ones who live in the sahara dessert
