Your IP address doesn't change, If someone said they checked your IP address and it "matches" theirs, they don't know what the hell they're talking about. Your IP address is unique to your computer. It identifies where you are through your internet provider. It does not change unless you change providers.

Your IP changes everytime you reconnect to the internet unless you have set a specific ip to use (though not recommended since you would have to tweak your ISP settings or else your PC would not detect the new IP). However, I don't think that the ip could by chance match the bad poster's ip each and every time. Perhaps you may want to set up a firewall to prevent others from seeing your IP adress. Also run virus checks to make sure there is no malware messing around with your IP.

Depends on your ISP. Dial up ISPs have a pool of IP addresses, and every time you log on, you are given the first available number. When you sign off, the number is released and goes back to the pool for the next person. So everytime you go on line you would get a different IP address.
However, if you are using cable or DSL, you have a dedicated IP and the address does not change.

Internet Service Providors such as Earthlink, Yahoo, Cable companies use what is call DHCP to respond to bootp requests from your computer. This keeps the ISP from having to manually assign an ip address to every computer they service. The address will be assigned to you until the expiration time which is set on the DHCP server. These can be set for as short as an hour to as long as forever. After your address expires and you send another Bootp request (Usually through a reboot) the DHCP server will assign a new address to you.

Sounds more like the script that shoutbox is using is wrong. Your ip address should not change with every post.

Your IP Address is based on what internet you have.
Eg: BT Yahoo! Bulldog. Wanadoo!
Unless you change your connection this IP should not change. You may be looking at something else anyway other than your IP.

With some broadband ISP's they change their IP Address every 30 days (Comcast is an example), they do this for security reasons and nothing more.

Buddie you are on Dial up i think. Cause there u dnt have any static IP it keep chng.
If not thn let me knw wht mode do u use to connect to Web.
