You need to have a work permit to work at younger than 16. It may be a state thing, but I believe it is federal. You need a parent to fill out the paperwork to get the work permit before you can get hired.
Only other option is to work "under the table" for cash. Mow some laws, walk some dogs, do some babysitting...

I know this is not going to sound fun... But I got my first job at the age of 14 working in corn fields. It really was not too bad, I mean, it had its days... but its a good way to get some cash.
