The cervical fluid of my lady friend is watery but not sticky. Could she be fertile or infertile?

When the vaginal mucus is clear and stringlike, then she is ovulating. Any other type of discharge is a non-ovulation time. If there is a foul odor, then some type of infection is going on and she needs to see a doctor.

The stickiness or otherwise of your cervical fluid has nothing to do with fertility. However, to doubly make sure, consult a good and experienced lady gynaecologist.

Cervical fluid is the consistency of glue and will be stringy like when pulled apart in most women. I wouldn't just trust the cervical fluid when preventing pregnancy though.
