The percentage varies from year to year. It is different in hot periods than in normal periods.

In a study that I did covering 897 companies that went IPO between 1997 and 1999, I find the following:

Closing price lower than IPO price: 9.4%
Gain of 0% to 5% 20.5%
Gain of 5% to 20% 22.2%
Gain greater than 20% 47.9%

About half this time period was during the hot market for IPOs.
