McGuire's makes a product specifically for cleaning headlight lenses. Go to your autoparts store and look in the cleaning aisle. It's a white bottle with a black top.

There is some plastic cleaner you can buy at an automotive store. My bmw's headlights used to get a yellow haze and this stuff works wonders. Don't know what it is called but some kind of plastic cleaner.

I used rubbing compound on mine, but the dullness came back after a while. Really about all you can do is either do that every 2 weeks, or just get new lenses, they are sun damaged and can't be permanetly fixed.

The plastic may have oxidized. Get some polish or rubbing compound and buff it out.

try to wash them with a solution of vinegar and water. You can use believe it or not, newspaper or coffee filters to wipe them with and they will become clearer again. If they are scratched and that's why they are dull, then you might have to replace them, but try cleaning them well first.

Try cleaning them with alcohol, I use it on the TV and computer screens and it works great.
