Wow I have seen a lot of crappy answers for this questions. Anyone who thinks that the Stunner, RKO, Peoples Elbow, or FU are the best moves def. jumps on the ban waggon.
If your talking submissions, the Crossface is good, but I like the classic Dragon Sleeper Hold.
The two best looking finishers go to two wrestlers who no one thinks of. Victoria's finisher the Widows Peak just looks like it would hurt like hell. But that move is nothing compaired to the Vertibreaker which was Gregory Helms move back in WCW. I'm counting it in this answer though because I saw him use it once on Heat.
There are better moves outside of WWE though. The Canadian Destroyer by Petey Williams in TNA is just the sickest looking move I have ever seen. The 630 Senton and The Muscle Buster are good honerable mentions though.

George Steele's was the flying hammerlock.
I liked a bunch of them. The Quebecers had a pretty mean finisher. With one leg dropping off the top rope a guy that was in a boston crab.
I have certain sentiment towards the DDT though, Jake Roberts made that move great.
