just paint it with light blue paint but in darker contrast and put an air-cond on the wall11 he he nice!!

Be creative, try magazines too. One way to do it is definitely have a lot of blue and white. Have a completely empty room and even try to have a room with white walls or even murals if possible! Have things that are in the arctic like cut out penguins or Eskimo's and snowflakes, + a really good add would be to maybe get an inflatable igloo to decorate the room! you could even for more fun. let the kids help you with the project. if all else fails Turn off the heat and bust on the Air Conditioning!

First of all empty the room. Then get plenty of that fake snow used on christmas trees (flock, I think they call it) and spray it everywhere. Find some small styrofoam and cover the floor thickly. Turn the heater off and the air-conditioner way down (likely won't be cold enough). Get some dry ice and put in chests hidden in fake igloos. Have a fan blowing on low speed across the dry ice. Maybe set up some sort of dripper onto the dry ice to cause fogging. I read somewhere on here you can make fairly decent igloos with gallon milk jugs. Use fluorescent "sunshine" bulbs instead of incadescent bulbs. If you already have fluorescent odds are you either have soft white or cool white, the sunshine will work better as it softly blues white. Get plenty fake fur to lay / sit on or even wear.

Turn the A/C up to freezing....
You could hang white sheets over the walls & floor, Pin up a blue sheet on the ceilng.. Leave the white sheet bunching in places to look like piles of snow.....sprinkle fake snow all around. make paper snowflakes and hang everywhere....if you have an old igloo dog house, you could spray paint it white and put in in the corner for decoration.add a stuffed white bear...........maybe you could find some old snow skis on ebay really cheap. Maybe some stuffed Husky dogs.... on the floor you could cut a blue circle from construction paper and draw a fish on it place it out of the way and stand fihing poles by it.
I love stuff like this...I could go on and on and on....

use the cool colours mainly (blues purples whites) to paint artic landscape. turn off heating and up the air con in the room while making the previous room warmer than it should be so people notice the contrast.

for the walls you could staple gun white sheets up on all of the walls to portray snow. dry ice in coolers in the corners to give it a frosty air. what is the purpose of making it like the arctic and maybe i can give better ideas. if you live close to a zoo they may have an area set up like that or similar that you could do it in.

try and make small igloos out of polyester... You could also cut out of light blue and white papers small snowflakes and hag them from the ceiling... Use white materials or old bed sheets to give the room a white snowy feeling... Good luck..

use whites/light blue colours and very minimalist. Also make it very bright (100+ watt bulbs) but without the heat
