Just ignore his phone call and did not pick it up, if he wrote to you, stop responding... after a while, he will stop because no any response from you at all.

just flat out tell him. and if that doesn't work then threaten to get the cops involved. if that still doesn't scare him then actually call the cops and have his a.ss arrested for harassment
