It depends on which stage of the application process you reached before deciding not to proceed. If you had merely spoken with the broker and not signed a formal application then you are not responsible for any costs. But if you signed an application most likely it states that you agree to be responsible for costs such as appraisal, credit report fees, etc. regardless of whether you close on the loan.

Certainly. You would have entered some kind of agreement (written or verbal) when you first contacted them.
However, you should ask to be provided with this contract/agreement in writing before issuing any payment.
