what is the difference between using the word disingenuous and lying, especially in a political context?

Lying is more charged, a more direct accusation. Disingenuous is a little more indirect. More like accusing someone of obfuscating or spinning or deflecting. Not quite as baldface as lying. Just off the top of my head.
