I guess I should clarify, a threat to the US.

At the moment, we know North Korea has nukes and so far as we know, Iran doesn't (although I can't shake the feeling that they may have nabbed some of the ones that were shipped out of Iraq.) Therefore, I'd say North Korea is presently a bigger threat, although the fundamentalist regime and mentality of many Iranians probably makes them the more dangerous long-term.

Let's for a moment agree that both have nuclear weapons. Who has better reason to sell them to our enemies? Iran wants to be the global center of gravity for worldwide Islam. They do not believe in religious freedom for anyone. To them, we are still the Great Satan. So any opportunity to take credit for a nuclear strike against you and me works in the favor of Iran.

I fear that when there is a nuclear strike in the US, it will come from Islamist terrorists with ties to Iran. Take a look at "Tactics of the Crescent Moon: Militant Muslim Combat Methods" by H. John Poole published by Posterity Press. ISBN is 0-9638695-7-4

Iran. Political differences (ideology) throughout history have resulted in a few wars. When wars are fought over religious differences, the results are devestating. Even the Japanese in WWII fought on religious grounds, believing their Emperor to be a god. Radical Islam is the biggest threat to world stability at present.

Iran. Considering they are supplying terrorists and weapons to murder innocents in Iraq, supplying the terrorist Palestinians, and generally supporting terrorism around the world, while developing nuclear weapons, they are the biggest threat.

North Korea is boxed in and has nowhere to go.
