I am not sure what you mean by "social" but I assume you mean talking to others and making friends. Continue to try to talk to people. Here are some other tips:
Treat others as you would want to be treated (sounds so mom-ish but its true).
If you are having trouble coming up with conversation, you can always ask the other person about themselves. Most people like to talk about themselves.
Other than that just be careful that you don't come on too strong (don't make every new friend you make feel like you want to be around them 24/7).
Be confident, people are attracted to confident people.
Most importantly be yourself.

Perhaps she is just an introvert. Study a little bit about the Myers-Briggs personality theory/test. Try this site: http://www.personalitypage.com/info.html
An introvert gets her energy from being alone and is drained by group situations. Once she learns this, she can be comfortable that there is nothing wrong with her and she can just accept herself as she is,
For practical purposes, even introverted people need to interact in social situations and there are books about creating small talk, a skill not very polished in introverts, usually. But just know that she will not change, just her skills.

Why are you eager to become social?Isn't that all right being yourself?At many times the more you want to be the same as others,the more they refuse you.And actually it's impossible to be accepted by everyone.Just be more considerate and only you like yourself,people would like you.
