The one answer is wrong. You don't need a passport to cross into Canada *YET*.
Yes, you can cross, but they are going to give you a big hassle about it. When my friends and I went down to PA, they detained us for about an hour cuz 2 of my friends didn't have birth certificates.
Call the border you are planning on crossing at and explain everything to them cuz you wouldn't want to go then have to turn around and go back.

You don't need a passport to cross the Canadian/American border, just Government issued Picture ID, i.e license, green card etc.....
