you can set the backup to include the OS, but you will need a running OS to reinstall the backup...

for some good boot disc options, try BartPE or www.ultimatebootcd.com

If you backup the entire system then yes it will contain the OS but NO the dvd wont be bootable as the backup disks are compressed to save space.

It can backup everything, however the DVD won't be bootable and restoring your computer would require you a working PC.

If you want to back up the whole system including the os, you need to use ghost software, like Norton Ghost. You will have to pay for that but I don't know if there is a free version.
