i spent 9 months learning HTML back in 2000 and now all that time is wasted becuase you can sooo easily put together a fantastic website, with all effects and flash and the works. I used bravenet.com, and although the webtools were free, i did register my name www.spanishgoldentriangle.com which was included in the price, so i dont know how this will affect your decision. good luck

Design it yourself using a tool that you know, like Word.
When you save the file click on the Save as type: and find web page.
Then you have done it.
Now all you need to do is use an FTP program the copy the file or files to your domain.

Who is your internet service provider? Most ISPs offer free space to customers for their own websites and many have built in templates or step by step wizards you can use to create one.
If you don't want to use your ISP, DotEasy offers free space without advertising or banners, but you'll need to pay for the extras if you want their help in creating a site, and you're limited in the programs you can use to create one. You would also have to register your domain name there (price varies), whereas with your ISP you wouldn't.

free webs is good, it has templates, if you decide to pay you can do that through them aswell. The problem with most free ones is that you get a sub-domain name for example, www.yoursitehost.com/yourname
or a variation on that.

Can definitely recommend Yahoos Geocities.com, especially if you are not familiar with html. its Sitebuilder facility makes it very easy to have a multi page website created very quickly.

I honestly don't think you can get one for free, unless you hired a student and agreed to hire him for a minimum contract when he graduates. That way you get a free website designer and he gets some corporate experience, and a portfolio entry.

If you go to www.myspace.com - you can get a free site profile, this is very popular right now, although its geared more for musicians, bands and artists of sorts - so it might help you!
