A baby does cry in the womb. Here is a video from discovery channel showing an ultrasound with a baby crying. Please be patient there is a very short advertisment showed first.

Actually, recent studies (and better monitoring equipment) show that babies do indeed show the motions of crying while in the womb. My friend recently had an ultrasound at 34 weeks pregnant (which was fortunately taped or we probably would have thought she was crazy) and we actually watched the baby blow bubbles then reach up and pop them!

Because the baby is in a sac of ambiotic fluid and the baby needs true air to cry

Because of all the fluids in the womb. And in order to cry, you have to breath. Baby inside their monther doesn't breath until they are given birth.

because its lungs are collapsed while its in the womb. the placenta gives the baby enough oxygen to live, but it can't breathe. thats why when the baby's born, and they cut the umbilical cord, the doctors have to suck out all the mucus and stuff from the lungs of the baby and then it could breathe and hence, start crying.

The baby is directly connected to the mother thru the umbilical cord and the mouth is not used. The amniotic sac is filled with amniotic fluid that surrounds the baby while inside the mother.
The baby has no need to cry, it has no needs and if its uncomfortable, it will kick.

I suppose it's brain isn't fully developed yet to recognize the action of crying, and it's kinda content inside that palace!

Actually they say a baby can cry i think in the 3rd trimester.
