Firstly, I don't think it's a matter of 'deserving' the life we get as much as it is simply a reflection of the mindset we had at the time we were entering this body and this dimension.
Secondly, the life experience we get is not a form of punishment but rather the one that will provide us with the best conditions for learning that which we came here to learn.
The problem is that most people just don't make the most of what they got. They spend too much time comparing themselves with others who, on the surface, appear to be better off. Believing that they'd been shortchanged by Life, when the fact is that the only person shortchanging them is themselves, they think that the differences between people are unfair.
Ultimately, no matter who we are and what the conditions of our life, we have something vital to add to the evolution of humanity. But first we have to accept the cards we've been dealt and then play them to the benefit of all.

There is no such thing as "last life" or "luck". You are given one life, you do with it either something good or not. You have choices in life, hopefully you make the right ones.
This "people of color" line is rather racist and small minded, don't you think? There are many of color that are wealthy, educated, healthy and powerful.
You need to expand your thinking. Read, educate yourself, and you will see life is not something you sit back and let happen to you. Pick up the Bible, go to a good Bible study group, you will learn that life under God's guidance is the best way to go. On your own, you are just guessing.

I think we have but one life each, but for the sake of the line of thought, assume there are past lives.
Then there's either (a) an ultimate beginning, a 'first life' or (b) an endless parade of lives, whether it ends or not.
In either (a) or (b), we either (c) have free choice or (d) are predestined to our actions.
That which determines our place of birth in the 'next' life, whether deity (Shiva) entity (fates) force (Karma) or mechanism (Wheel of Dharma) can be either (e) compassionate, providing better than we deserve, (f) impartial, providing what we deserve, or (g) callous, providing less than we deserve.
I can go through the equations, but I'll tell you it depends on whether you believe the decision is made justly.
On a less esoteric note, this question was posed to Jared Diamond, and he spent an entire book writing it. It's probably $12 on Amazon and you may find it an enlightening read.

THE DEFINITE answer is no in regards to the last life of which there is none. This world is fallen has been since the Garden of Eden, when sin entered the world and death through sin, we experiance these things now in our present world becuse the world is in its fallen state ie.sickness,poverty and so on as a result of our fall, but Jesus is coming back one day to judje the earth then to create a new heaven and new earth for those who put thier faith in him. Hmm.. first of all.. do you believe in last life... if you then do you know about your last life or anyone else last life. I don't think so but if you know then share it with me. And now answer to your question.. I don't think your last life is going to affect your this life.
But your deeds of last day is going to affect your today deeds and definitely these deeds of today will have a gr8 affect on tomorrows deeds. So don't think of your last life but think of your today to make your tomorrow better.

Assuming that we live past lives, possibly. It could be the universe's way of telling us to change our ways. If we didn't live past lives, however, our circumstances wouldn't necessarily always be fair and are probably entirely random.
