well the easiest way to do that would be to call the number and say that you found it and you were wondering who's number it was problem solved

Go to superpages.com and do a reverse number search. There you can type in a number and it gives you the name.

if it's in a public phone book, you can try using anywho.com's reverse lookup.

Otherwise, it's unlikely you'll be able to find the person without calling the number.
