Astrology is the oldest of the academic subjects and has been practiced - with almost no changes - for more than 8000 years. They roots can be found in Mesopotamia and cities like Babylon and Ur were early centres. Wise men and priests studied the sky and the Universe very thoroughly and came eventually to their conclusions. They were the same people who also invented our time system, with 24 hours of 60 minutes, divided into 60 seconds. Greeks and Romans followed much later and adopted the Mesopotamian system, which had already been in use with the Egyptians, Sumerians and other nations. In fact there is no civilisation that has not developed her own form of Astrology or adopted an existing one.
Besides the Mesopotamian (or Western) system, the other main system is the Chinese (or Eastern). While the Western zodiac has twelve signs dividing the year, the Eastern gives a whole year to each of the twelve signs.
Apart from that, the general principles are quite similar, and the findings of a person's Eastern horoscope do not contradict the findings of the same person's Western horoscope.

The first people were the greeks. So there could only be one set. They started by drawing images on stone. The chinese would like to be first, but they are not. However, they were the first to put it into practice, creating their own year and all that. No matter what anyway. Horoscopes are always decided by the date of your birth. There has been no variirations in that. The base is the same but as the years went on, other criteria were built on. Like place, time etc.

Astrology has records going back 28,000 years. Over thousands of years different ways of plotting the planetary positions have been tried, and eventually the modern horoscope - a map of the sky for a special, unique time and place, developed. In the same way, interpreting the charts developed over thousands of years.
Sun-sign astrology is very recent in comparison, and designed to entertain and amuse.

I think it was the ancient greeks or romans that first saw constellations that were shaped like the horoscope signs thousands of years ago. They observed each constellation under each month and found people born under those signs had those characteristics.
