Because it is believed that it can stunt your growth to use weights and such, before you full develop. The muslces develop awkwardly and may cause the tendons to fuse irregularly. It's not healthy to do weights before this age, so do natural exercises like swimming. Swimming is a great way of developing the muscles in proportion and healthily, aswell as offering a full cardio workout.

I guess most gyms think that 13 year olds have not developed enough to be able to lift or use the heavy equipment. However, with obesity on the rise gyms are starting to sing a different tune. Some gyms now have aerobic classes for teens. The gym that I go to has dance classes and a small section for kids to work with equipment that they think can be used teens. If your parents can afford to take you to the gym then try and look around for gyms that offer classes for teens.

Theoretically, it is said that minor below the age of 15 - 18, in different countries should not begin training as they may injure themselves.
Its just for the insurance purposes, that persons younger than the limit be allowed to train.
If supervised by a trainer, any minor could go to gym and train at his/her weight ranges.

At a gym I once went to, they had special sessions for children and teenagers, called FitKids. They were supervised and pretty expensive if I remember rightly. Ask around at your local gyms.

Your bones are insufficiently developed to cope with the stresses of training etc. in the same way as young people are not allowed to run marathons, there are specific restrictions in competition as to the maximum race length depending on your age.

if you hurt yourself your parents can sue saying your too young and the place shouldnt have let you been around equipment that could harm you.
