the oxford english dictionary - which is the best one - has a board of editors who review the recommendations of 'readers' :- people who read texts looking for words which are not already in the dictionary and note down where the word occurs and what it seems to mean.
the oed also accepts for review words found by ordinary people who write in to the dictionary when they find a new word.
recently there was even a bbc series where members of the public joined in a number of international searches for the origins of words and expressions such as:
'ploughman's lunch'
'balti'
'ska'

A board of people with English doctorate degrees write the dictionary, they at least decide what goes into it.
