Theoretically,

The strongest mutants in the X-Men are
Jean Grey (Phoenix)
Iceman (Bobby Drake)
X-Man (Nate Grey)
Gambit (Remy Labue) as New Son

Jean Grey hs powerful telekenesis and psychic powers. She has eaten (as Phoenix) whole universe. However she is inconsistent (sometimes Jean sometimes Phoenix) and can often act like a child.

X-Man is the most powerful telekinetic ever in existance and he acraficed himself to save the world. It is thought that if he chose, he could be more powerful than his mother Jean Grey.

Iceman has the power to control water. All water. He has not yet reached his potential, but theoretically, he can travel through the air from water molecule to water molecule. Or freeze the water in someone's brain, killing them.

He can create powerful water or ice constructs to fight for him or use water and ice as a shield or weapon.

Gambit has at peak power levels control over all kinetic enegry making him very powrful however, he had Mr. Sinister remove the part of his brain that gave him all that power, because in a an alternate timeline, he destroyed the planet.

edit: Also, Jospeh or MAgneto (both different mutants, both were at one time X-Men, Joseph is a younger clone of Magneto). Some of the things Magneto has done with his powers are amazing. Tilt the Earth on its axis is just one example. he can stop your heart with just a thought, or rip the iron out of your blood.

'strong' is a matter of perspective. rogue or colossus may be the strongest physically, but xavier is the strongest mentally, and of course wolverine has his healing factor which means (technically) he can't be killed.
but then there's longshot, who is so lucky everything goes his way.
and which x-men series are you talking about? the films, the cartoons or the comics? and do you mean good guys, bad guys or both?
if its the films, i'd have to say jean grey as the phoenix, but her powers are unstable. no one has the perfect power, have you noticed that?
in the cartoons and the comics, though, i'd have to say apocalypse. he has multiple powers and can regenerate himself. he's the oldest known mutant, and the only time he was ever actually killed was in an alternate universe (the age of apocalypse) when magneto (a different one to the one we all know and love cos it was an alternate universe) split him in 2 - literally
so i'd go with apocalypse. next!

The top goes something like this:

1. Onslaught
2. Dark Pheonix
3. Apocalypse
4. Magneto
5. The Juggernaut

Note: You mentioned "The Strongest", not "The Most Powerful", which is a lot different, but I have you what you asked for.

Actually, Wolverine's pretty far down the list.

First you'd have the heavy hitters who can nail you telepathically - and telekinetically - or with a multitude of applications of their various powers.

The A-List would be: Professor X, Phoenix, Jean Grey. These guys could take you out in a heartbeat, just by thinking about it.

Not too far from them would be Iceman and Storm. Their various capabilities and utilization of their powers makes them very deadly.

Other long range hitters like Cyclops and Banshee are decent enough, but they have limitations on their powers.

Gambit is powerful enough, indeed, but his explosive energization powers could be rendered ineffective by the top tier fighters.

I haven't even touched upon Nightcrawler, Rogue and several others who have varied abilities and can adapt to fighting within a battle royal.

Wolverine, of course, would be quite the scrapper - but you have to realize, he has to get in close to deal out damage - and sure, he can take a LOT of punishment, but ya know, you forget about Magneto, Iceman, Professor X, Phoenix and a multitude of others who can just nail him from long range, easily, and put him out of the fight, if not kill him.

And I didn't even mention the heavy hitters who would be on the enemy list of the X-men - Apocalypse, Magneto, Shadow King would be tops on the list as well; followed thereafter by perhaps Juggernaut, Cameron Hodge, etc., etc.

I would imagine that it would come down to Apocalypse, Phoenix, Iceman and Magneto.

Who would win between those four?

I'd have to put money on either Phoenix or Apoc....

The Phoenix is a cosmic stress no longer a mutant. Juggernaut gets his powers from a paranormal gem and is likewise no longer a mutant. so a methods as maximum efficient interior the X-adult adult males that is have been given to be Professor X. that is demanding to conquer somebody who would desire to easily close down your innovations. He has beat Jean gray while she did no longer have the Phoenix stress ,to boot as Magneto, and as defined in Age of Apocalypse crossover Apocalypse is frightened of him. however the main ability mutant interior the ask your self universe that may no longer an X-guy is Franklin Richards. He has Galactus point ability.

Might want to limit the question. I mean, if the Living Tribunal appeared in any issue of X-Men, he wins. If not, & Galactus appeared, he wins. From there, I would probably go to the Dark Phoenix, unless the Hulk appeared, because Hulk is strongest one there is! Okay, I'm kidding about the Hulk on that last part, but as for the rest of them, I would probably take them in that order.

Apocalypse, he's the most dangerous villain of the series and had even taken over the world in the "xmen: age of apocalypse series" he's pretty much a god proven with his ability to transform his body at will and he did summonn the four horsemen mentioned in the revalations chapter of the bible where it explains how the world ends

In the comics, collossus and Juggernaut were strong, as was Strong Guy, who was int he X-Force. But Phoenix (Rachel Summers) was probably one of the most powerul, and remember that Rogue was as powerful as anyone she touched. I'd go with Phoenix - she was practically invincible.
