I feel that this question is theoretically wrong, but practically correct.

You see, heat production in the body largely depends on the rate of metabolism. (more metabolism, more heat) In today's society, it is natural that a male does the more physically demanding jobs; [thus requiring more energy to replace the lost energy.]- metabolism

The energy we use comes from the following places:

normal activities vital for survival: breathing....
our work/occupation
energy lost as heat.

Another theory I have devised is that women, (due to their job) are generally fatter than men. And, people who are fatter use less energy than thinner ones. [the metabolism rate of a rat is higher than that of an elephant]. This is because, the surface area to volume ratio of a rat is more than that of an elephant. (if I were to fit XXX number of rats into the space occupied by an elephant, the skin area of the rats would exceed the skin area of an elephant). Thus, as its skin area to volume ratio is much higher, it looses (more heat to the surroundings)and replaces more energy than the elephant. As such, we can say that its metabolism rate is faster and thus produces heat at a faster rate (more heat)

Do you mean when it is cold outside, why it they feel the cold less? Then the answer is because women tend to have a higher percentage of body fat than men do.

Do you mean when you touch a woman, they feel less cold to the touch? Then the answer is that you have never felt my wife's feet. They are very cold.

Do you mean that men are more cold-hearted and women feel less cold emotion? Then the answer is that women are more emotional by nature.

guys are built with more muscle then females which has a higher metabolic rate (which produces a calorigenic effect-producing heat) that fat cells which are more abundant in women (due to the fact women need more fat for fetal development)
ALSO
because women have a lower RBC count (red blood cell count) then men. WHen a woman has her menstral cyle she loses blood- thats why women are prone to anemia which causes chills in the body

females has an additional layer of fat (addipose tissues) under their skin as compared to males that is why they feel lees cold and so also is their skin is more smoother than men
