how to block a lan card in network.?

i want to block a network client, and also want to block his lan card.
how to monitor a server2000 without GIF web monitor.
how to beypass a client from bandwidth.
i want to work on net with fully speedly, and i have a dsl cable line
but,its on bandwidht. i want to work without bandwidth rule.

It depends on your router. Regular Linksys and Netgear routers let you block MAC addresses (lan card serial id) programmable routers let you throttle and divide bandwidth. Only way to do it with only a server is to set your network's Internet access up with a proxy server.

If you don't have this level of network access, there's not a lot you can do.
