That depends on how you mean. If you mean a human, then last I heard-- and it hasn't been very long since I checked my sources-- the largest officially measured human penis in the world (naturally speaking, not after massive alteration to stretch the thing out to the point of being useless), was still John Holmes's penis, being completely "nature made" and fully functional at just over ten inches long. There is an apocryphal mention of a doctor in the early 1900s measuring one 13.5" long, but it was never confirmed, and there are many mentions in porn of guys being larger, but it should be noted John Holmes was confident enough to step up and let a doctor specifically trained in accurately measuring such things pass judgment on the size of his, and none of the monsters of porn who claim to be larger seem to be quite so confident of their chances at setting a record when a doctor says "well, whip that bad boy out and we'll just see".

There have been longer penises in human males because of either serious mutilation through cultural rites (certain African tribes force males to weigh their penises down with heavy stones to stretch out the tissues so they can be tied in really fascinating knots, but the result is both very painful for years at a time, and leaves the penis of the male subjected to it useless) or because of serious medical problems, but since in neither case is the ultimate size of the organ the result of normal growth, and in neither case does the organ end up being functional, I'm fine with saying those don't really count.

As far as nature in its entirety goes, the award for largest penis has to be given to the blue whale, which has a penis, on the average, of over eleven feet long when erect... making it much larger than the average human.
