Now, if you just made a little typo and meant to say, "brain," that's a whole other ball of smegma. If a man has a BRAIN in the penis, I suppose there could be some repercussions of such a mutation. I'm not a doctor, and I don't even play one on TV, but I am good natured, so I'll play along... After all, we live in a world of infinite possibilities where anything's possible, right?
I think one of two things might happen. If the "cerebral" brain is allowed to remain intact while an additional brain somehow evolved in the male penis, I believe the human male species would probably be worse off than he currently is due to experiencing the dual "mental" stimulation, and sensory / tatctile information from both of the brains. I imagine that so much stimuli initially would be so overwhelming to the subject that he would be in a constant state of confused, possibly catatonic sensory overload, and therefore have regressed as far as any advances in human evolution which have been manifesting themselves over these past few centuries/ages.
However, if you mean that the cerebral brain somehow got loose in it's juices and just sort of migrated south to the male genital region, ending up in the penis, I believe that would have a definite negative effect on any sort of communication short of eye contact, hormonal surges, violence, pointing, and (i'm assuming the pituitary glands and hormones get to stay where they're located?) urge driven sex crimes and excessive masturbation on the part of the human male species.
A bizarre mutation like that could be totally detrimental to the preservation and pereseverance of the human species because I am certain that if the head weren't used for something other than structural and respiratory, as well as survival (eating and drinking, mind you) purposes, the male species would evolve into a stumpy headless torso thing with a tracheotomy and just get worse from there, til all he was was a walking crotch with a tracheotomy, and maybe part of an arm or some kind of mutant arm appendage...
They say, "Use it, or lose it, right?" Maybe there's something to that, after all.
Now let me ask you a question. What good would you be if you were a man who had evolved into one of these headless torso beings who had:
No sense of direction, and not enough sense to ask for it, because all your time and energy would be spent trying to figure out where your next warm, moist hidey-hole might be, though even if you could locate one, you would have the instant urge to vomit which could kill you because you breathe through a hole in your throat... No way to hear directions or anything.... No sight, no hearing, no taste, no smell, no way to comment, couldn't drive, couldn't play golf or go fishing... no nothing. You couldn't be flirted with, you couldn't hear any music, you couldn't see any p*rnography, no NOTHING... Oh yes, and you would probably have to wear diapers too, because your brain would be busy doing other things, and probably forget to let the other parts of your body know that you need to go to the restroom.... Ick. Well, at least YOU wouldkn't know you stank... I guess that's "kind of" a bonus in your favor...
I could make other estimations as to how useless a mutation like that would be, but I don't know how old you are, and I don't want to scare ya. Plus, I think that might be a form of abuse in some cultures, so I'm just not going to take the chance. At any rate, I'm glad you brought this question up. It is always fun to sit around and hypothesize about WHAT IF, dont' you think? =)

Once upon a time there was a female brain cell which, by mistake, happened to end up in a man's head. She looked Around nervously because it was all empty and quiet. "Hello?" she cried, but no answer. "Is there anyone here?" she cried a little louder, but still no answer.
