Just in case it didn't show up too well above: I have a 128K MP3 file, that I was to transfer over the internet. I plan to covert to 64, 32, or 8Kbps to upload faster, for access to another computer. If I retrieve that small file, and reconvert to 128Kbps, will I gain the same clarity as I had when the file was originally 128kbps?

No...afraid not.

The compression process effectively throws away portions of the audio and you won't get them back.
