The sandbox is taken from a child playing in a sandbox.

The child has all the toys and tools available in the sandbox to enable the child to play. The child does not need to come out of the sandbox to get anything needed to play.

In this regard, a program runs in the sandbox, and has all the tools it needs to run. The program should have no need to request resources that are outside this sandbox. Eg, the program cannot access your hard drive and delete all the files.
