It's RAB, not RB.
There are several theories, the most popular being Regulus Black. Others include Rabastan Lestrange (RABastan) or Rodolphus and Bellatrix (Rodolphus And Bellatrix. They're a married couple.) I'm sure there are others, but those are the ones seen most often in the fandom.
Rodolphus and Bellatrix is unlikely because of Bella's devotion to her master. But, Rabastan and Regulus are such background characters, they are both likely canidates.
There is also the slight chance that whoever stole the Horcrux framed RAB by signing his name. But, Voldemort is too hard to fool.

yup it's regulus black. Go back to Order of Phoenix, the house clearing chapters. One of the bits of junk they throw into bin bags is "a heavy silver locket that no-one could open". That's the Horcrux!

i think it's Regulas Black (and it's RAB) though it could end up being someone completly different...who knows. remember that locket that was impossible to open at the Blacks. well i think when they tried to throw it away the house elf took it and he has one of the horocuxes. a theory though...

I think it's Regulus Black (RAB) - I think he isn't dead, or if he is that he turned against You Know Who and tried to stop him...

Yes, it is him... I think that Rowling has already accepted that it was Regulus.
